Time is money - you bring in other people to do some coding for you then that's money that could have been spent on bringing in coders to work on other parts of the game.
Facegen is an utterly superficial part of the FM experience - this game has never been about graphics but here we are lauding over a graphical addition that in no way affects the game mechanic. Personally I find it jarring that some players have photos, others have a blank outline and the rest are a caricature.
What about all the aspects of FM that are still sub-par? (I'm looking at YOU repetetive and nonsensical media interaction!) If you gave me the choice FM08 could have had an array of other work done to make it better and would have had a profoundly more positive effect on the game than this rather meaningless sideshow. Hence I personally think it was a waste.

Well, to be fair, facegen is not the work of our SI, infact another SI altogether (Singular Inversions.) It is an application that already exists and was just adapted for FM. It is unlikely that the inclusion of facegen limited other work on FM.
As for a superficial addition, arguably many things in the game are superficial and are there to add atmosphere and ambience. Whether they are in a graphical representation or text form. I would agree with you if it was pictures of the managers new car, his house or his wife... but it is just the players who are central to the experience of the game.
You can play FM as a stat game only (And its a fair way to play, I did for many years) or you can try and add a little ambience, a little realism and a little atmosphere.
We all engage in certain elements of roleplay with FM and this is just another.
