Because he is an English resident he is entitled to play for England, as he has never played for Italy, but he has never wanted to play for England, so he won't.

just to clear, there is no such things as "English resident". You can be a resident of UK (via indefinate leave to remain). However that doesnt automatically give you right to play for any one of the home country unless you have direct link (i.e. one of your grandparents is come from the home country)

So what if your grandparent is an immigrant and your family has resided in England since 1800?
