Actually it was entirely done in PS.The thing that made it really work was a font called Eklektic Normal. You can get it here...(just scroll down a bit).

The neon effect was just layer styles (lots of inner and outer glow). Here, I'll upload the basic style which I modified.
The bricks were simple but I forget just how I did them, probably just a texture. The lighting on the brick was done with Lighting Effects filter using three omni lights to illuminate the bricks somewhat with the colors of the letters.
The letters were just a font with styles. Of course the G had three layers of differing sized outer glows.
I forget all the steps I went through with the placement of the 'transformer' and 'wiring conduit.' I used the pen tool to draw the basic shape in three sections, each of which had to be styled (bevel and emboss) to get a rounded effect and the colored highlights. The section behind the red flickering G needed three different levels of highlight colors to match the flickering. You can see where the illusion fails at the top of the 'wiring conduit' where the blue meets the red. It's a small enough flaw in the illusion that it isn't particularly noticeable on casual viewing.
That was pretty much it but I did like the result.
