holland, particularly amsterdam has cheap talent, also check out prague.

I hear Angola and Sierra Leone are the real hot spots. Be aware of dodgy deals though.

Whenever I'm in the Championship I find Scandanavia is the best - I scout the region and scroll through the Under 21's.
As a middle-lower Premiership manager I tend to scout Holland and Germany for youngsters looking to make a name before moving to a top club.
