The rule is that B teams have to remain always a division below the A team. So if Seville, for example, is in First Division, Sevilla Atletico will be able to get to BBVA. The year Atletico Madrid went down to Second Division, their B team had got the promotion from Segunda B, yet were forced to stay there, since the two teams would have been in the same league.

Yes it can. I manage Cultural Leonesa (division B2B) and in FM 2007 my 2nd. team was promoted to the B2 division....actually it was promoted to divsion 2 after a while. This took a few years of course and you need to have a half decent 2 nd. team to get promoted.
