i am blackburn rovers, my offers for feeder clubs has been accepted these are my options:

bohemians - ireland
longford - ireland
U.C.D - ireland
finn harps - ireland
cork city - ireland

which should i pick
also does anybody know why they are all ireland team

Finn Harps, just because I like the name. Maybe Cork or Bohemians would be a better choice.

The first feeder clubs returns are from smaller clubs. next time there maybe larger clubs, then (Belgium/polish to help with work permits), then USA/Japanese clubs a little bit down the line.

Not 100% sure how it is all worked out.

Yeah this happened to me as well as manager of Tottenham Hotspur. I think you have to scout around the world. The better your scouting knowledge the more teams you can get as feeder clubs. I think you get Irish teams on your first request. On my second request I think I got welsh teams then on 3rd I got polish teams (for work permits).

As a rule of thumb. I usually pick the team that costs me the most (or as much as I can afford), as I think they would have a better structure/reputation/youth etc.

Don't know if that is the right thing to do.

Also low teams may be "greyed out" players, unless you have the league selected to play. But, after a season or two soon regens/Freds may be there to get.
