Hmmm depends on what you mean. Breaks is a term used in techno dance as well as Hip Hop, soul, funk.

I THINK they are two are kinda two different meanings to them depending on what genre you are looking at.

I know what breaks are in the context of rap/hip-hop; I just wondered what the whole sub-genre was all about, as I don't really get it.

it's basically just house music with broken beats instead of a continuous 4/4.

in fact, if you get some vinyl of some instrumental hip hop that's meant to be played at 33rpm and play it at 45 that's pretty much what breaks sounds like.

then if you play the same thing at 78 you have drum n' bass. easy.
