Should also add that as the homegrown rule doesn't care about nationality in any way it has a far greater chance of holding up if tested in the courts.

absolutley, the obsession with getting the more physically superior youngsters and trying to improve there technique as opposed to getting youngsters with natural ability is shocking and happens in most youth academies that i know of locally. it's a shambles to be honest and something really needs to be done

just look at kaka, one of the best players in the world, who was a very week youngster (with a growth deficiency) who was stuck with due to his amazing natural ability and look at him now hardly week or slow . but would he have been spotted and taken on in an english youth academy ?

It's been quite a success (IMO) in Scotland where three U21 players must be in the match 18 and has been good experience for the young players being involved with the first team on match days, even though most of the time they don't get on.
Best way to go imo too. Can't see the FA having the balls to implement anything though. Toothless, the lot of them.

I think in Germany there is more foreign players than in England, yet they got to the WC semi-final. That aside, I do think there is a bit of validity that more teams should enterprise up and coming English talent over cheap foreigners. Mind you, why must Arsenal always be brought in arguments like this, there are 20 teams in the premiership- not just 1.
