can Photoshop open canon raw format images? If so do I need to download a plugin?

Which version of Photoshop?
7 can't, CS, afaik, can. At least most.

the newest Elements also if I'm not mistaken.

Default Can PS open Canon Raw Format files?
Photoshop CS can open a lot of files with the bundled Adobe Camera Raw plug-in and its updates (see http://www.adobe.com/products/photoshop/cameraraw.html ).
The latest camera (Rebel XT/ Eos350D cannot yet be opened by the combo Photoshop/ACR.
It is not Adobe's fault, but rather the camera manufacturers that do not disclose the necessary info to third party.
You may use canon's software in the meantime, or a third party program, such as pixmantec rawshooter essential...

Default Yes!
I've got a canon 300D and once I started shooting in RAW I couldn't find any third party software that could open the format.

At the time I had PS7 for Mac and it didn't work.

I upgraded to PS CS and Tah-dah.... It opens nicely.
