It doesn't mean there are racial problems, just social ones, which affect white and mixed ones too.
There is no "black" and "white" separate identities in Brazil.
Blacks are poorer, but we don't see black and white people killing each other on the streets like in other countries in the past.

There just isn't overt discrimination, which doesn't make the more subtle discrimination more acceptable. As long as Afro-Brazilians are affected by the social problems in such disproportionate ways, it's difficult to argue social problems wouldn't be race related.
That being said, I did notice that people of all colors get along just fine wherever I went, so it's more an institutional problem than a true reflection of the society's attitude.

| Racial-based affirmative actions don't work in Brazil because people abuse it (exactly because so many people have mixed origins).

Most of the social problems in Brazil are the unresolved legacy of slavery -- just like in the US. When slavery was finally abolished, the slaves were free in the strictest sense of the word, but uneducated and without resources. So slavery has continued to the present day, but dressed up nicely and no longer called by the same name.

And in Western countries like Brazil, USA and Canada people of Eastern Asian descent are usually richer than people of white descent IIRC.
