Isn't everybody eligible for Child benefit so long as they have a kid under the age of 16?

As a universal benefit everyone who meets the criteria will be eligible to claim regardless of employment or income status.
Whether universal benefits should be scrapped in favour of means testing or a more appropriate criteria base, is another argument.
