The Irish, N Irish, Welsh and Scots are setting up a "Celtic Cup". Eng possibly in the future but I think they are reluctant.
I don't think it's a good idea for the Irish, or any of the teams, to be in it for two reasons:
1. On a footballing note I don't think it would be good for any of the teams and I think England know that as they are not joining. If treated properly friendlies give the chance to play nations from many places with different football styles and ethos. Irl, Eng, N Irl, Scot and Wales are all similar syle and ethos. Most if not all the players play in the EPL. In footballing terms I don't see the benefit and it could lead to stagnation of the teams.
2. It been referred to as the "Home Internationals" by the BBC and most others but Rep. of Irl is NOT a home nation. BBC even said that next years Euros is the first time no home nation is in a majors since WC '94 but none of the home nations were in that either. Rep. of Irl were in it alright but they are NOT a home nation.

Come on, it's hardly as if Irish participation means we'd be rejoining the Union?
