To be fair, England and Scotland are probably on par just now.
After the English qualifying campaign they dont deserve to be in pot one anyway.

Baffled by everyone being so embarrassed at being on a par with the likes of Bulgaria and Scotland. Even more being behind Romania, as they'd utterly demolish us right now.

24/06/07 European qualifying format announced - European football chief Michel Platini announced today that the European qualifying format will consist of eight groups of six teams and one group of five teams. The winners of each group will qualify automatically with the eight best runners up playing home and away play-off matches to determine the other four places. A total of 13 teams will qualify from Europe.
Don't see what's wrong with people assuming they'll be in the larger groups tbh.
