You don't need prequalifying in Europe. In Concacaf you've got about 40 Caribbean nations to whittle down, AFC has a lot of minnows too.
In Europe it's only San Marino and Andorra who are hopeless. Uefa, CAF and Conmebol are much stronger federations and don't the the prequaly stage.
But really the world cup qualifiers should be deregionalised anyway. It's the 21st century and it should just be a world cup right the way through.
