yes, it's the 8 best 2nd placed teams, Scotland will play 2 less games but groups 1-8 will have the results against the 6th seeded team wiped off which means those two games more are meaningless

Yes we can if we win the playoff. The 8 teams with 6 teams in their Group have their points and match totals removed from the team who ends bottom of that Group. So say, England could win 100-0 in both matches against their last seed, and well it will mean absolute jack if they end second
