That drops the total number from 54 down to 36, giving 9 groups of 4. The 9 winners go through, and the 8 runners up play-off for the last spot.

They are playing qualifiers. They are just not playing half a dozen when they will lose as a whole, 90% of the matches.

World Cup
* 1986 - Did not qualify
* 1990 - Round 1
* 1994 - Did not qualify
* 1998 - Round 1
* 2002 to 2006 - Did not qualify
European Championship record
* 1960 Quarter finals
* 1964 Last 16
* 1968 to 2004 - Did not qualify
* 2008 - Qualified automatically as co-host
Will be 12 years from their last go in the World Cup, and 26 or so since they made it past the first round. Have not made the Euro Champs for 44 years.

Slovenia made Euro 2000 and WC 2002, Latvia made the last Euros.
Those ditty teams can do an upset sometimes.
