Your right it doesn`t, but if you re in a traffic jam, then more than likely you are in/near a built up area with public transport and/or going the same direction as someone you could car share with.

More often than not travel in remote areas requires longer distances that the
have to travel to work, so they probably use the same fuel as someone who goes a short distance in a traffic jam. So they are being penalised for having to use a car.

No problem with this, but as road charging would do this and provide a solution to driving short distances in areas with good/better public transport, by charging them more, I see litle point in solving one problem, but not the other.
The simple point I`m making is, the car is not a dinosaur yet. It has to be used by many people due to poor infrastructure. These people are the ones who do require the car, so you need to find a way of taxing the hell out of the drivers who use cars in areas they don`t have too, otherwise known as road pricing.
