You know what I mean, not saying theres not alot of players with good technique in the league, but at the same time theres an awful lot, probably way more bad than good, players with poor technique, especially when it comes to the national side and English players

Platini was almost certainly asked by some English journalist. I don't think he would otherwise have bothered to comment on something like this. There's a reason why the article is on BBC's website and not UEFA's.

Oh, he'd bother. Didnt shy away from moaning about Arsenal picking up promising youth players around Europe and he's not the first big wig to have a pop

I'm torn. I think national sides should have a coach from their nation, not because English managers show PASSION but because it's a competition which pits nation vs nation and so it seems wrong and almost cheating to have a manager from another nation. But then again we have such poor managers... but maybe we should seek to change that through the way we train our players and coaches. I see it a bit like other countries who pay players to change their nationality, just because you can do it doesn't mean it's correct and you could apply the 'best candidate for the job' thinking to that too.

you cant really enforce having a manager of the same nationality though. Could just have a stooge visibly giving orders which given by an earpiece from a real manager from the stands or something.

bit extreme but its just an example. Who really picks the team?

The point of a Manager is to get the best out of the players available.

So if there is a foreign manager who could get the England players to perform better. Then they should appoint him.
