Yup!

Open your photo.
Create a selection (rectangle selection tool) that is very skinny (like only a few pixels wide) and goes from top to bottom on the photo.
Press Ctrl+T.
Drag the outside center control handle to the side to stretch the photo pixels. Drag it as far as you want. Then hit Enter to apply.
Repeat this for the opposite side of the photo.

Thanks for the input... This is a cool trick that I've seen for a while but never tried.


I also tried doing the same thing but applying a heavy wind filter and it creates a similar effect but not as "liquid".
