I think that some of the problem is that some artists or groups try and change over a period of time to what is mainstream at the time basically so that their albums or singles sells. To be fair to The Eagles I think that they have been outstanding throughout (although yet to hear new album yet). Basically all money based in my opinion.

People don't have that much to say, that's why. So after a short while they start churning out stuff rather than actually being inspired. Some bands never had the inspiration, like Foo Fighters but still got the initial popularity.
FWIW Porcupine Tree are an example of a band getting better with age.

Lazy, very lazy from David. I expected better. You have to back that arch knowingness up with something, sooner or later, by actually engaging with someone's point.
"Raw technique" is a fairly obvious phrase to describe straightforward playing ability. Is your technique extraordinarily good? Do you have a really firm, instinctive grasp of theory? Then you can probably make a living out of being an extraordinarily good jazz or classical player.
"Cultural relevance" is an umbrella term to describe the various things that contribute to the 'cool' factor in rock songs. It sounds horribly nerdy to describe it that way but I'm afraid we have to. Whether the musicians themselves know it/mean it or not, these are the things that contribute to their song, written much as they wrote their other 24 songs, being a huge hit. Some are very aware of what is needed to make a hit, and have the songwriting technique to back it up. Others aren't/don't, and might hope to produce one or two hits from their entire catalogue. The level of musicianship and cultural awareness (I SAID IT AGAIN!) required consistently to churn out hits is very very high, and very very rare.
Christ, you're a musician, or so you say. You know this, you're just addicted to dull, lazy naysaying under a facade of wisdom.
