I'd have to say I don't think so. I know it's impossible to predict how things will be in the next few years, but do you really believe England will win at some point? Or do you, like me, think that it could happen and we'll always have a decent team but fall at the final hurdles?

more or less depends on the manager we get i think, we have good players now, and we have some good youngsters, so we could, would need some luck ofc, but then what team doesn't.
