My old PC had a DVD rom drive that could write CDs, but I think it specifically mentioned that in the specs of the PC.

So if it only says DVD-ROM then I'd assume it's just a reader.

Yes you'll need to wait for the RW drive in order to write ANYTHING.

The DVD drive is the only one you'll have looking at the specs, therefore a ROM means it would only read cds and dvds...
