They are based on the last two qualifying campaigns which is the fair way to do it. Should have been how World Cup qualifying was decided as well.

Besides the hosts (Austria and Switzerland) and the holders (Greece) the seedings are based on average points per game from the qualifying stage. Not sure if these are split into winners / runners up though.
