Milan wouldn't be Champion since they wouldn't even have participated in the old format

Noones realistically going to accept going back to Champions only, but a limit of three teams per country, so we don't end up with English/Italian teams in the semis again would be the right thing to do.
Anyway, here's the details of the proposal which is due to be accepted:
- Champions 1-12 qualfy automatically
- Runners Up 1-6 qualify automatically
- Third place 1-3 qualify automatically
- Holders qualify automatically
- Fourth place 1-3, Third place 1-6 and Runners Up 1-15 play qualifiers for 5 places.
- Champions 13-52 play qualifiers for 5 places
So it looks like we're going to have a guaranteed 17 champions in two years time.

I don't think the two are mutually exclusive, there's a balance that can have competetive quality while still representing more of the UEFA association. Many of the mid-ranking nations have given great accounts of themselves in the past and I don't see why they won't do the same given the chance and a couple of years to catch up.
