Font Freak has one of the best collections of freeware fonts. He has been doing it for at least six or seven years so it is a legitimate site and he is careful that the fonts he offers are really freeware or, if they are shareware you are alerted.
Then there is the issue that the best fonts are professionally made, take huge amounts of time to make, and are licensed. Those of us who pay for font libraries have a strict appreciation of the fact that the creators of fonts need to make a living and live up to the terms of the license which say effectively that they are ours to use but not distribute. If you want to purchase one of the best font collections which is legitimately licensed and cheap (very rare that) the FontSite 500 collection is a real bargain.

About using fonts... what operating system do you use? Mac or PC? Which version? For example in Windows XP you navigate Start > Control Panel > Fonts. Once Fonts comes up File > Install New Font and a navigation window is presented so you navigate to the location of your font to install, select them (it) and OK.
I'd say be careful not to go too nuts right away and load up your computer with a thousand fonts. It will bog it down. By the time you start getting a big collection, you need a font manager which allows you to view and turn on/off fonts at need. You shouldn't run your system with more than two or three hundred as a regular load on the system.
