Unfortunately, Wacom is by far and away the best. You could get the Graphire 3 (shipped) for just under $83 at Page Computers...

I have an old PenPartner which occasionally is just the best tool going and I understand why people who use them regularly and have developed drawing painting skills love them. Unfortunately I suffered an 'industrial' accident some years ago which left the index finger on my dominant hand somewhat incapacitated and I don't draw too well so the Wacom languishes somewhat.
I do know, however, that those who use them as their primary input devices often suggest that a newbie simply disconnect their mice for two weeks and put them in a drawer somewhere. At the end of that time, they say, you will never go back to drawing with a 'brick'.
As far as really beating the price, you might be able to buy an older PenPartner on eBay fairly inexpensively. I just checked and there was one about an hour and a half from the end of the auction and the sole bid so far was $10.
