I think PMLF would include Finland in scandinavia.
Or Russia can have them

| Yes, Finland and Iceland with Scandinavia.
Andorra with Spain.
Slovakia + Czechs
Hungary can't be merged to anyone, except maybe with Austria + Germany + Switzerland + Liechtenstein (as Hungary was part of the Austro-Hungarian Empire).

Its a bit unfair on the dutch being in the same pot as the other week teams. I reckon due to that they will be in the group of death group.
