As I said above, my mother used to work on the front line for the CSA. So if anyone knew, she did.
With regards to the bloke, he should have got some kind of legal protection, but I reckon he's felt he was doing a good deed and accepted the couple's word.

The CSA are just doing things by the book. Not worth them changing policy because of the multitude of other cases which will occur if they do.
