With the new league news system I think its just as realistic to scout anyone that stands out in the news. Lets face it, if you are the manager of a team and hear a rival has got a new 'star' then wouldn't you send someone along to see if the kid is worth the hype and check their availability. The same goes for players that are unsettled.

Goalscoring's fine I think, as in real life I'd have access to the league's top scorers. Same with clean sheets and assists at a push. For me a player's rating in a match is a different matter entirely, going on the basis that the Blue Square North doesn't have fantasy football.
As has been said, it's your game and your decision. If you're going for realism I'm sure a manager would notice a good performance. Whether he'd see that player as outstanding enough to scout him based on that one performance is down to you to decide.
My personal view is that if someone's got a 9 or 10 against you, a real manager would probably have been thinking "blimey, that lad's something". That said, if a player got 9 or 10 he probably scored a hat-trick, kept a clean sheet against all odds, or else have been part of a demolition.
If a player is mentioned in the news items, or he's played against you and stood out, or even in the scoring charts, I'm guessing you then know he exists, and is fair game to scout.
As long as you have a valid reason for being interested in him, and not just scouting every player who get's a mention.
