Wouldn't this be very hard? The level of play is not very high (understatement) and there's no promotion/relegation between the Highland League and the third division. I would say it's practically impossible to implement the Highland League.
ICT bloke, It's pretty much as Joren said, there's no promotion/relegation, so you'd be stuck in the same league. Also you'd then have to consider adding the other Junior leagues too.
And then people would want lower leagues in England.
There are many other other lower tiers in other countries that most would like to see added first.

Is that so different to the Welsh league? I used to manage in India too which had just the one division. The only real difference is that there would be no Euro competition or extra sucky-ass cups.
I for one would love to manage Fort Wuwyum: I never tire of the commentary line "Fort William have a mountain to climb."
Also, we often had stated that lower leagues are really hard to be portrayed accurately in FM. You'd have lots of "incidents" like non-contracted players who just don't turn up anymore since they moved town (to go to college or to find a job). Or they can't play because they have to drive a lorry.
For this reason, only professional and semi-professional leagues have been incorporated.
