Is there a way that when you clone a specific area you can rotate the object say 180 degrees before placing it in the desired area.
Example: say you cloned a wedge of pie, can I turn that wedge around before placing it into the picture.

How about setting your target on the layer you wish to clone from and then creating a new transparent layer and cloning on that layer. Then Control (Command) T to free transform or you could enter the specific rotation in the tool options bar.
However, it occurs to me that you might not mean to use the Clone tool but copy an area on one layer to a new layer and then transform it. In that case use any selection tool, maybe the Pen tool to draw a path, turn the path into a selection, use Layer > New Layer via copy and then the Transform option.

Not sure if that second option will work as I'm trying to blend the target area once it has been transformed into a picture. However I will give it a go thanks.
How about using an oversize selection on your background layer and then Layer > New via copy. Rotate or otherwise transform that layer and then set your clone tool target on that new layer and clone to another blank layer?
If you could provide us with a sample image and description of what you are trying, different people would come up with different solutions. Some of them might even work.
