Yes, at least season one it is. I played as Queen's Park on the demo and they had this amount at the start in their income sheet.

As Queen's Park can officially only sign semi-pro's I imagine not 
If it's true they've now coded this into the game, that is. Anyone know if that's the case?

Amateurs, not semi pros. All players signed by Queen's Park sign as an amateur, and only get paid expenses. Semi pros still get paid a wage.
That said, I did sign an ex Scottish international in the demo, aged 38 if I recall correctly.
