It's particularly common for amateur clubs in the London area. Simply, many of the players are foreign students. I guess they have student visas rather than work permits. Presumably work permits cover PAID employment.

It's not unheard of as everyone else has said - Basinstoke had an Argentinian AMC, who went on to sign for Wycombe in real life.

I'm guessing that as a great deal of lower league footballers are part time or amateur, their residency is probably down to work commitments rather than anything else, and playing football for a vaguely local team is a happy by product of this.
