To qualify for self-determination, you need to be a region that can be self-sufficient, ie. not Kosovo, and to show that your culture is at least fairly different to the country you want to succeed from.
I think the Kurds qualify, and they have been fighting for it, the American Government has labelled them terrorists as they want to keep the Turks friendly, and the Turks have beaten down the Kurds horribly for uprising.
This is better defined, than the original point...

Not labelled as terrorists because of all the bombings, kidnappings and assasinations then?

He could have been talking about the American south
Though most of the rebels there don't have the internet either

I live in the south as well, but just living here doesn't make you a ****** nor make you want to rise again.
Thankfully my dad was born in NYC and my mom in Montana and I spent most of my years outside the country.
For a rebellion that was defeated nearly 150 years ago - there's a remarkable amount of flags that get flown or plastered on shirts, belts, on the side of trucks, graves of people that were born at the turn of the 20th century etc.

since we carry out many of those same things, or at least pay people to do them for us - that'd be like labeling ourselves

And the Turkish army don't, on a larger scale?
If the Americans want to make the Iranian Revolutionary Guard a terrorist organisation, than the Turkish army should be one too.
