Would need to check if there is a clause in the contract to say that the hours per week might be pro rata over the year, meaning he might be down to work 36 hours the following week.
Either that or the clause that it is subject to buisness needs.

I think the jist of it is you can't give someone 50 weeks holiday in a year then expect them to work 36 hours non-stop, especially on a public holiday.

Yes, if this number of hours is specified the pay will be 30 hours, even for 24 hours work.
Check the small print though, specifically, for time 'averaged' over a month. 40,40,40,0 would equal 120 or an average of 30 hours.
In some places the employer could ask you to do 'other duties' to make it up to 30. Make sure the employer does get you to do things that aren't in the job description.
There are some specific rules regarding demarkation on this point as well ie. If worker B went from 40 hours to 30 hours because of you taking 6 over. All depends here on the JD.
