All HD tvs come with a built in scaler. That's why they can show SD transmissions. However, like everything, some are better than others. Panasonic, Pioneer and Fujitsu have reputably the best built in scalers.
As for buying your own, it's piece of string time again. There's no point in buying a bargain bucket scaler if your tv's scaler is already doing a good job.
