The bar won't be used by all games...the reasons behind this are still unknown and rumour has it...it has to do with a secret of sorts...
I do have one issue with particularly with Red-Steel is that Ubisoft have kind of got themselves stuck in a massive-hole now to get themselves out...the main problem with the game is the sword-fighting.
The game doesn't allow you full-control of your swords actions. It's all scripted. If you slice up-wards...it doesn't slice upwards in the game but downwards or to the side...because Ubisoft have only programmed a couple of swipe directions and it has no correlation with the players movements. Which is absolutely absurd if you ask me...
That said...Ubisoft are said to have gone back to the drawing board on the sword fighting in an attempt to get it to work so the actions the player happens exactly the same on the TV screen. They've actually done this a couple of times now...they went with a scripted approach before E3 because the free-movement approach was hard to map out originally or so they say and it was hard to get responsive movements.
Hopefully it will all be sorted out...
