If a total then goodbye to any more signings (except from conference).
If per team then who should stump up the money? Not all clubs can afford that much (especially not every year).

People rattle on about the top 4 teams dominating forever, not really case...
Blackburn, Bolton, Newcastle, Portsmouth, Leeds etc have all cemented places in the top 4 or around it in the last decade or so.
Don't really have a history book next to me so can't think off top of my head but what a crock of crap...

it's really nonsensical what he's suggesting. what if man united fall out of the 'big 4' (yes please). are they still not allowed to re-enter the FA cup as winners. or what if city make it a top 5, are they all of a sudden not allowed? and who decides who is in the elite group of clubs who should be barred from defending their trophies? and is this fair on the supporters of these clubs?
reminds me of something i would have said about man united about 10 years ago when they were winning everything all the time.

i can understand why these discussions pop up all the time. it is quite boring sometimes when the same teams win everything, and if i didn't support liverpool maybe my opinion would differ slightly (though i doubt it).
people need to realise that it's not a flook that liverpool, united and arsenal are always near the top. for decades they have been the best run clubs, with the most fans and the most success. they have achieved this through hardwork and great decision making.
instead of trying to place restrictions on the better, more successful teams, people should focus their energies on trying to emulate them with some good management and success of their own.
