And Appalachian State is a 2-time defending I-AA champ. So they're probably better than most of the Sun Belt Conference.

Even if they are over-rated, a team coming off an 11-2 season losing their home opener to a lower-league team is still a massive upset.
May be able to argue whether it is actually the biggest, but still pretty large. Especially when being played at home.
One person's upset is another's over-rating.
