It only seems to have an effect on the person in it's vicinity when opened ie. when the snotty kid opened it, it only affected him and not the Doctor.
Therefore, as implied in the story, it's necessary to keep it near the Doctor in case of emergency as per his recorded instructions.
You're expecting Martha to run to the TARDIS, get the watch, run back to the Doctor and
