I watched it again last night and noticed that when the Doctor left the Tardis he took out the arrow from the end of the Shakespeare Code from the Tardis door.

Just want to chuck another option into the mix about why it could be something inbetween - it could possibly not be the Master but could in fact be the Valeyard from Trial of a Timelord. The Valeyard was a distilaation of everything bad about the character of The Doctor and he did escape at the end of that story so that may be the reason why he is not alone but still the last of his race.
That would be much better than The Master cropping up.

Missed a lot of it because I forgot about the ridiculous starting time so I'll watch the repeat later before deciding on the episode itself. Human Daleks though \o/
