Does it make a difference at all? Why would moving networks make a difference?

Because WWE really need to up their game now they've moved to USA.
With the deal they had with Viacom, they were getting a percentage of advertising revenue, they won't get that anymore.
Therefore, they really need to make sure that they're doing enough that allows them to do four things.
a) Draw crowds to TV shows
b) Draw crowds to House shows
c) Draw crowds to the PPVs
d) Increase PPV buyrates
They can't fall back on the fact that they're getting "X" amount in advertising anymore so if they're not on the ball, if they dont start bringing their "A game" they'll suffer.

God please don't let Bishoff win the title. Just take away the last ounce of prestige it held. Though Cena has done a good job of destroying it. WWE nowadays doesn't doing anything drastic, anything really suprising so I doubt Bishoff will win but you never know. Could be a desperate plee for ratings. And Cena has been stale for since WM.
