Does the ground regulations also come into affect in England now then? 4000 with 1000 seat minimum for promotion into Football League, all seated for Championship (three years after promotion) and 15,000 all seated minimum for Premier League?

I guess it makes a difference if you build a small stadium with 3000 seats that resemble some wooden benches or one with 3000 business seats, underground parking, shopping facilities, etc.
