Think this way, silver stars are for CA and gold are for PA.
Silver just for comparing to youth squad and gold are for comparing to the league average.
Gold stars are for comparing to the league standard? I remember when I brought team in division2 up, the next season many of them are -1 to -2 stars.

Wrong. Not "everyone". Gold are for "the expected standard of their team."
Here's the exact text of the hover: (emphasis mine)
"Each player will receive a star rating based on the expected standard in their team. This can range from 1 to 7 stars, with 7 exceeding expectations and 1 falling well below. Senior players are given gold stars whilst some younger players will get silver stars and are compared to similar players in their own age group."
What defines the some is, I guess, left to our imagination, because it's never explained in the game, the manual, and hasn't been explained on the boards, to my knowledge.

So, seven silver stars means the guy is a very good youth player. It says nothing about his PA, it's just that his CA is high compared to other youths.

Can I ask where all of you are getting your information from?
You're all just giving your opinions which are..... well which are not worth that much really unless they are backed up be evidence from the makers of the game. We can all say that they mean this or they mean that but doesn't hold any significance unless your opinion is based on fact. Perhaps those of you who are keen to give your opinion could also state how you know this.
With regards to the "hover text", where are you hoveriung over to get this text. I have tried everywhere on my coach reports and and am getting absolutely no text appearing whatsoever.

.7.1.2. Coach Reports ... A player can receive up to 7 stars depending on the standard expected of their team. A player who meets this standard will receieve four stars - from their it can increase to seven or fall as low a one if the player exceeds standards or fails to meet them.
Some younger players may receive a silver star on the same scale. This will be the case where the player is not deemed comparable to more senior players and instead more fairly compares them to similarly aged players amongst a youth standard.
You can get information on these star ratings by holding the mouse pointer over a star wherever it appears in coaching or scouting reports.
Ever heard of RTFM, it comes in useful sometimes.
