every year on december 1. you get a mail with a short list of players to vote for to become player of the year it says that every manager gets 3 votes.
and to the question: how do i vote if it is possible?

Sorry if I'm way off here, but it sounds to me like you are a domestic manager... and don't you have to be an international manager to vote?

You only get to vote as an international manager, you get 3 votes, 1 counts as 5, one as 3 and one as 1. They have a shortlist of about 20 players and you can pick from them.
