I found one thing strange about scouting.
I have 13 scouts and assign each person 1-2 regions to scout. However, in the case of scout with 2 regions, let say N.America and Caribbean, once he finished N.America and go on to Caribbean, his N.America knowledge is now gone. The knowledge bar of N.America that was full suddenly disappeared in just a few days to Minimal or decent.
I wonder if each scout can only scout a region in order to retain that knowledge?
It used to work for several regions each person. In 07 I got ~90-92% World knowledge with that method. Now I can't go any further than 68%.
Scouts have limited memory?
