Samba wont be 3M in the second season. He'll be much more expensive espcially if Blackburn dont get relegated.

To answer the original question, try Harvard Nordtveit from Arsenal. His stats might not be amazing in the second season but halfway through he becomes pretty good and eventually, a very solid and reliable CB. And he should be available for less than 3M I'd think.
