If you have the final patch, then players development is a little slower than in previous versions.
Anyway, a players development depends on what your training facilites are like, how good your coaches are and most of all, how many competitive games he gets to play. There are no players in particular who develop quicker than others etc. It just depends on you really. But try to look for players with good determination stats. I've seen that it helps a lot.

Christopher Samba always goes up in value in every game I've played. Starts at 400k pounds and is usually sold for 7-8 million pounds after a season. Usually takes around 1.2 million to sign him though in the beginning.

aaritalo, piatti, banega, saivet, lulinha, alex from vasco, kardec goes up immensly never seen it before in my game he is 20 already over 20 mil, della valle
