cause iv bought breno and he seems to be getting steadily better

No. Any player with a - PA just means that his PA in any particular game would be random. For eg, a -10 PA player will have random PA in each game ranging between 170-200. A -9 PA player will have it ranging between 150-180 (I think). And so on and so forth.
