Player Abilities

can some body help me? When i go onto the fm official pre game editor, on some players they have potential abilities of -3 and -4 ect. what do these mean as i thought that player ratings ranged between 1 and 200. any help would be greatfully recieved.

-10 means that the player in the start of the game will have a random potencial between 170-200.
-9 will be between 150-180 of potencial. And so on
So -3 and -4 should be really low... Don't remember but they should be like 30-60 and 50-80 repectively...
